March 29, 1971

     The regular meeting of the Authority, held at the Missouri Geological Survey building in Rolla, was called to order by Chairman Kennedy at 10:05 a.m., March 29, 1971.  Members present were:  Anderson, Barr, Eckhardt, and Hayes.  Also present were Planning Coordinator Arthur Jacobs and State Land Surveyor designate Robert E. Myers.

     The minutes of the March 11 meeting were approved as corrected, and minutes of the March 17 meeting were approved as read.

     Mr. Jacobs submitted a summary of actual and estimated expenditures to March 31, and estimated expenses for the remainder of the fiscal year.

     A tentative budget for the supplemental $20,000.00 funding and the need for additional funding to renovate part of the Patrol Academy, upon assignment of that building to the Authority, was discussed.

     The general policy of suggested estimated expenses and projected budgeting of the supplemental funding was approved by the Authority.

     A short discussion of a proposed "news letter", to contain explanations relating to the general need for the Authority and its actions and plans to date followed.  It was recommended by the Authority that this be limited to a two-page informal issue at an appropriate future date.

     Upon reconvening after lunch, Mr. Myers submitted a suggested "Standard Operating Procedure Plan."  The plan was discussed and modified, and given general approval by the Authority.

     As reported by Mr. Jacobs, the Office of Planning and Construction will assist in architectural and engineering planning for renovation of the Patrol Academy building basement for record storage and modification of existing walls on the first floor office area.

     Upon recommendation that the salary of Mrs. Reynolds be increased to $425 per month effective April 1, 1971;  Hayes so moved, seconded by Eckhardt, and motion carried unanimously.

     Upon conclusion of a discussion of the tentative agreement between the Authority and the University of Missouri-Rolla for their use of part of the Patrol Academy, it was moved by Anderson and seconded by Barr that:  The chairman be given the authority to enter into agreement with the University of Missouri-Rolla with any minor changes and clarifications as may be required by the Authority, UMR, and the Office of Planning and Construction under terms outlined in the tentative agreement letter of March 26, 1971, from Joe Wollard, Business Manager University of Missouri-Rolla.

     Motion approved unanimously.

     Next meeting scheduled for 10:00 a.m., April 19, at the Missouri Geological Survey building, Rolla.

     Meeting adjourned at 4:00 p.m.

State Land Survey Authority
March 17, 1971

     A called meeting of the State Land Survey Authority held in the Governor Hotel, Jefferson City on March 17, 1971, was called to order at 10:10 a.m. by Chairman Kennedy with the following present:  Members Anderson, Barr, Eckhardt, and Hayes; Planning Coordinator Jacobs; and Mr. Robert E. Myers.

     The Authority discussed evaluation of present policies and reviewed previous actions of the Authority in order to present the current status to Mr. Myers.

     It was unanimously agreed by the members of the Authority to confirm the acceptance of Mr. Myers as the State Land Surveyor at a beginning salary of $15,000.00 per year to be effective on or about May 15, 1971, the actual date to be mutually agreeable.

     The Authority also agreed unanimously to enter into contract with Mr. Robert E. Myers, to act in a consulting capacity to the Authority in program and action planning, effective March 17, 1971 at the rate of $75.00 per day (including necessary travel expenses), and not to exceed ten (10) days per month, until exact date of permanent employment shall be established, but in no case later than June 30, 1971.  Payment shall be made monthly upon approval of submitted monthly statements.

     The Authority recommended bonding in the amount of $5,000.00 each for the State Land Surveyor and Mrs. Dorothy Reynolds through State facilities.

     There being no further business, the meeting adjourned at 11:25 a.m.

March 11, 1971

     The State Land Survey Authority met March 11, 1971, at the Missouri Geological Survey building in Rolla.  Chairman Kennedy called the meeting to order at 10:00 a.m. with the following present:  Members Eckhardt, Barr, Anderson, and Hayes, and Planning Coordinator Jacobs.

     Mr. Jacobs submitted the current financial status of available funds.

     Status of the Highway Patrol Academy for use by the State Land Survey Authority was discussed.  Jacobs had suggested approximately 12,000 sq. ft. of floor space as requirement for the next 6 or 7 years.  Refurbishing of part of the basement for record storage should provide adequate facilities for the next several years.

     Discussion was held on format of newsletter, bulletin, or letter of information as recommended by the Authority.  Agreement was attained that it should be informative, with short notes of interest and the first issue possibly a multilithed or mimeographed issue of two pages.

     The Authority then went into executive session and approved unanimously to request Mr. Jacobs to work three-fourths time for the fourth quarter (April, May, and June) at three-fourths salary of $750 per month.  Mr. Eckhardt left the meeting.

     Meeting recessed for lunch, and met at the Highway Patrol Academy with Mr. Jacobs and Mr. Joe Wollard, Business Manager of UMR.  A physical inspection of possible use of space was made of the premises and working arrangements were tentatively agreed to for use of the building by both the Authority and UMR.

     The Authority reconvened in executive session at 2:30 and interviewed Col. V. T. Loesing for the position of State Land Surveyor.

     Chairman Kennedy reported that Mr. Kurt Bauer had declined the offer made to him by the Authority following the Authority meeting on January 29, 1971.  Applications from all candidates were reviewed and discussed.  It was unanimously agreed by Kennedy, Hayes, Barr, and Anderson, and with Eckhardt's prior verbal approval (Mr. Myers having been previously considered on January 29, 1971, when Mr. Eckhardt was present) that the Authority offer to Mr. Robert E. Myers the position of State Land Surveyor at an annual salary of $15,000.00.  Mr. Barr will contact Mr. Myers as to the date he would be able to accept the position.

     The Authority notified Mr. Jacobs of their decision, after which the meeting adjourned.

January 29, 1971 Missouri State Land Survey Authority Meeting Minutes

in Executive Session in St. Louis, Missouri

     Meeting of the Authority was called to order at 10:15 a.m., January 29, 1971, at the Executive Inn, St. Louis, Missouri.  Chairman Kennedy called the following members to order:  Anderson, Barr, Eckhardt, and Hayes.

     Applications of the following applicants for the position of State Land Surveyor were reviewed and discussed:

     Gary B. Collins - Prescott, Arizona
     Robert E. Myers - St. Louis, Missouri
     John W. Enfield - Chico, California (Applicant withdrew
                       his application, via telephone to
                       chairman Kennedy about a week ago.)
     Kurt W. Bauer   - Waukesha, Wisconsin
     Arthur Jacobs   - Cherryville, Missouri

     Mr. Bauer met with the Authority for an interview.  The Authority agreed to pay travel expenses for Mr. Bauer to visit Rolla.

     Meeting recessed for lunch, with Mr. Bauer as guest.

     Upon reconvening, it was the unanimous decision of the Authority to offer the position of State Land Surveyor to Mr. Bauer, via a letter from the chairman.

     Chairman Kennedy reported that he will be out of the state for about three weeks, beginning February 13.  Hayes and Jacobs will check with vice-chairman Eckhardt if any situations develop that need action.

     Mr. Barr will meet with the Illinois Land Surveyors Association in Urbana on February 19.

     Mr. Eckhardt reported that Mrs. Betty Saunders, president of Missouri Association of County Clerks and Recorders, had discussed the possibility of obtaining part of the user fee for recorders.  The possibility of state documentary stamps on deed transfers was also discussed.  These items were referred to the Missouri Association of Registered Land Surveyors committee as appropriate items consistent with previous action taken by the Authority.

     Mr. Anderson posed the problem of section corners being replaced by the Corps of Engineers and having dubious accuracy.  The Authority will request from the Bureau of Land Management criteria for relocation and reestablishment of General Land Office original corners.

     The minutes of December 1 and 2 meeting were approved.

     Meeting adjourned.
