October 14, 1971 Missouri State Land Survey Authority Meeting Minutes

MISSOURI STATE LAND SURVEY AUTHORITY
Minutes of Meeting
October 14, 1971

     Members of the Land Survey Authority met in executive session at 9:00 a.m., October 14, 1971, in the Land Survey Authority Building, Rolla, Missouri.  Present were Chairman Daniel Kennedy, James Anderson, Richard Barr, Willard Eckhardt, and Wallace Howe.

     At 10:10 a.m. the regular meeting of the Land Survey Authority was called to order by Chairman Kennedy with all Authority Members and Robert Myers, State Land Surveyor, present.

     The minutes of the September 28 meeting were reviewed and corrected.  Mr. Eckhardt moved that the minutes be approved as corrected; seconded by Mr. Barr.  Motion carried.

     Copies of the Quarterly Report for the period July 1 to September 30, 1971 were distributed to Authority Members and reviewed briefly by Mr. Myers.

     Mr. Myers reported that Charles Belmar had been employed as maintenance man beginning October 6, 1971.

     Mr. Myers reported he had received little results from efforts to obtain additional applications for the position of land surveyor.  He recommended that Norman Brown be hired for the position if still available.  Mr. Myer's recommendation was approved by majority vote.

     Mr. Kennedy stated that the Authority had agreed to reimburse participating Survey Authority personnel for registration fees for the UMR-ASP Symposium, October 20-22 in Rolla.

     The 1972-73 budget was reviewed.  It was the consensus of the Authority that the State Land Surveyor salary rate for June 1972 should be left at $18,000.

Adjourned for lunch.

     Mr. Myers gave brief reports on the following:

          1) Meeting with Mr. Ted Lewis of UMR Computer Science
             Department.

          2) Meeting with Mr. Bud Granet of Micro-Tech in St. Louis,
             October 13.

          3) Material and records received for the State Land Survey
             Repository.

          4) Attendance at the Missouri Recorder's Association
             meeting in Springfield, October 7.

          5) Summary of projects presently underway by State Land
             Survey personnel:

               a. County records survey

               b. Study of standard size for plats and surveys

               c. Indexing system study

               d. Base map

          6) Operation of Land Survey Building and status of request
             from Governor's Emergency Fund.

          7) Survey dispute in St. Louis County and action taken by
             State Land Survey.

          8) Meeting with Mr. Gay Weeks, City Engineer, Springfield
             on October 7, concerning the Sprinfield Coordinate
             Program.

     The proposed survey accuracy standards for first and second order triangulation and traverse, presented at the September 23, 1971 meeting, were adopted as the standards described in the Missouri State Coordinate Statutes as marking the position of the Coordinate System.  It was suggested that other standards be given classification other than first and second order.

     Authority members agreed that the next meeting will be held November 11.  If the need arises, the regular October 21 meeting will be rescheduled.

     Meeting adjourned at 3:00 p.m.
