1971 July - September Report of Missouri State Land Survey Authority

QUARTERLY REPORT
July 1 - September 30, 1971

     The following report is submitted showing the activities, financial conditions, personnel employment, and operation of the Land Survey Authority for the first quarter of the 1971-72 fiscal year.

     The Survey Authority begun its operation in July 1, 1971 with the total yearly appropriation of $70,000 for Personal Services, $20,000 for Additions, $300 for Repair and Replacement, and $50,000 for Operations.  The total of all money budgeted to the Authority was $140,300 and all came from General Revenue.  The Land Survey Authority was asked to submit a quarterly request for each of the items in the budget excluding a 3% reserve fund from each item.  Appropriation for the first quarter 1971 was requested at $16,975 for Personal Services, $6,414 for Additions, $78 for Repair and Replacement, and $12,125 for Operations.  This made a total requested of $35,592.

     The 1971-72 budget was reworked to reflect programs and positions for planned operation this year.  This budget was resubmitted to the Budget Office and received their approval.  Total expenditures for the first quarter are as follows:  Salaries or Personal Services, $10,974.07.  This left a balance in the Personal Services account of $6,000.93.  From the Additions account, the total expenditure was $3,728.33, leaving a balance carried forward of $2,685.67.  No funds were actually expended in the Repair and Replacement item so the $78 amount was carried forward into the next quarter.  In the Operations account we have expended $3,033.00, leaving $9,122.00 to be carried forward into the second quarter for operations.  The sum of all these items will show income of $35,592 and expenditures of $17,705.40.

     Personnel employed by the Land Survey Authority at the beginning of the fiscal year included, Administrative Secretary, Chief Administrative Services, and the State Land Surveyor.  Shortly after the first of the fiscal year a Draftsman II and a Clerk Typist II were employed.  Both of these people are full time employees.  No other personnel was hired during the quarter.

     The operations of the Authority were numerous during the first quarter and dealt mainly with planning and organization for the coming year.  The Land Survey Authority members met six times during this quarter to consider various proposals submitted by the State Land Surveyor for action and review.  Five of these meetings were held in the Land Survey Authority Building in Rolla, Missouri; the sixth meeting, an executive session, was held in Jefferson City.

     During this time Mr. Richard Barr was reappointed for a four year term as a member of the Survey Authority and Dr. William Hayes resigned from the position occupied by the State Geologist and this position was filled by Dr. Wallace Howe, the incoming State Geologist.

     In addition to review of budget and operations, the State Survey Authority completed negotiations with the University of Missouri - Rolla for a contract setting out the conditions of occupancy of a portion of the Land Survey Authority Building.

     The preliminary budget for 1972-73 fiscal year was prepared and approved by the Survey Authority and submitted to the Budget Office prior to October 1.  This budget asks for a total appropriation of $258,792.  Along with the budget request for Operations, Personal Services and Addition, a Capital Improvement request was also submitted to the Office of Planning and Construction.  This request totaled $112,988.  All together the budget preparation consumed 405 man-hours of work.  This work included revision of the 1971-72 budget and preparation of the 1972-73 budget, along with program planning schedules for subsequent years.

     Survey Authority personnel engaged in many general administrative pursuits including discussion with local county surveyors, local recorders, and other persons interested in the operation of the Survey Authority.  Administrative services also included operation and maintenance of the Land Survey Authority building.  Total number of hours expended in building and grounds administration were 189 man-hours.  Included in this is supervision and renovation of the boiler, securing of building plans, and preparation of detailed drawings indicating necessary capital improvements and problem areas.  These studies and drawings were prepared to illustrate specific needs at present and in the future.

     Survey Authority personnel expended approximately 128 man-hours in preparation of reports and documents for Land Survey Authority meetings and in attendance of these meetings.

     General program planning and studies for budget preparation and also to ascertain future direction of the Survey Authority accounted for approximately 205 man-hours during this quarter.  The result of the planning studies is a chart, which is included, showing the general program structure of the Land Survey Authority and details five major programs -- administration and general support; Land Survey records repository program; land corner restoration program; State Coordinate System program; and State Land Survey manual of instruction program.  In addition to the five major programs, there were also eight detailed sub-programs under these main programs.  Each of these programs and sub-programs are broken down into detailed job elements and are given accounting job numbers for cost accounting procedure.  These job classifications are also included as a part of this report.

     Survey Authority personnel has instituted a study of the User Fee collected by the county recorders and returned to the State Treasurer's office.  This study was undertaken to show distribution and quantity of money received from the User Fee, and was used in an attempt to project future User Fee returns.

     Survey Authority personnel has also undertaken a study of the standard classification areas.  This study uses three factors -- use of the User Fee as a measure of real estate activity; assessed valuation per square mile as a measure of value of land; and population per square mile as a measure of the size of real estate parcels.  Three classifications of counties were established:  the Urban County; the Resource Development County; and the Rural County.

     During this quarter a survey was initiated to determine the volume and quality of records in various recorders offices.  This survey was conducted by personal survey and interview with each of the recorders.  It has been carried out by Authority personnel along with one person under contract.  Forty five counties were completed in this survey.  In addition, records from St. Louis and Kansas City were also evaluated, although not completely tabulated in the survey evaluation form.  The tentative results of this survey indicate very clearly a pattern of non-uniformity in records, in recording methods, and in quality of material available to the surveyor.

     The State Land Survey Authority repository was begun during this quarter and the first information received was the records of the late county surveyor of Johnson County, Missouri at Warrensburg.  His records were donated to the repository by his daughter, Miss Sandra Johnson of Camdenton, Missouri.  These records include survey notes and plats accumulated by Mr. Chris L. Johnson, Warrensburg, Missouri, during a long professional career.

     Dr. C. V. Mann, Rolla, also contributed greatly to the Survey Authority repository.  All of his notes, documents, and plats, along with various library items have been donated.  This information is primarily in the Phelps County area of Missouri and very adequately represents the work of Dr. Mann and others that preceded him as county surveyor.

     The Land Survey Authority received from the Secretary of State 424 rolls of microfilm which are the microfilm copies of all the original documents stored in the land vault in Jefferson City.

     During this period the Survey Authority also acquired a complete set of quadrangle maps for the State of Missouri.  In addition to the quadrangle maps, the Missouri Land Survey Authority repository has secured copies of the county highway road maps from every county in the State through cooperation of the Missouri Highway Department.  These maps are indexed and on file in the repository for distribution and use by Authority personnel.

     The Land Survey Repository has also secured copies of all control information from the National Geodetic Survey.  This information includes both the control diagrams and descriptions of all the first and second order horizontal and vertical control in the National net within Missouri.  The repository, at the end of the quarter consists of in excess of 250,000 documents.  Included in this total are the township maps which we received from the Missouri Geological Survey, topographic quadrangle sheets, records of Mr. Chris L. Johnson, records of Dr. C. V. Mann, microfilm from the Secretary of State, traverse and level books for Missouri from the Missouri Geological Survey, and other various miscellaneous items.

     The Land Survey Authority has discussed and reviewed a corner restoration problem in St. Louis County, Missouri, at the request of parties involved, namely Mrs. Robert Short and the deputy county surveyor, Mr. Glen Orr.  A report of the State Surveyor's findings and recommendations were submitted to all parties involved.

     In addition to the work completed during the quarter, many other tasks were started and are still in operation.  These projects include preparation of Land Survey standards and control standards for adoption in the near future.  The Survey Authority is also making a study of monumentation to ascertain the proper monumentation to be used by the Survey Authority and in its recommendation to private surveyors as well.

     The Survey Authority has been active with the various agencies of the State Government that are considering a geocoding system for the State.

     The State Land Surveyor has also participated with the Missouri Association of Registered Land Surveyors and the Missouri Clerks and Recorder's Association in establishing a legislative program for revision of Chapter 445, the Plat Act, and the revision of the Recording Act establishing the fees and size of plats to be recorded.

     During the quarter Survey Authority personnel has attended various meetings and have given reports at these meetings.  The following meetings were attended:  Rolla Rotary Club, Rolla Optimist Club, the Recorder's Association meeting in Springfield, Missouri, the Missouri Association of Registered Land Surveyors meetings, and meetings of the Missouri Society of Professional Engineers.

     In summary, the Land Survey Authority during the first quarter of 1971-72 has accomplished three main goals.  First, preparation of a comprehensive operational diagram structure, along with the 1972-73 budget to implement this structure in its entirety; second, the continued research and establishment of a planned Survey Repository in Rolla with adequate storage facilities.  Third, the development of a comprehensive set of standards and technical procedures for all surveys in the State of Missouri.  All programs are continuing, and none have beeen taken to their ultimate conclusion.

October 14, 1971 Missouri State Land Survey Authority Meeting Minutes

Minutes of Meeting
October 14, 1971

     Members of the Land Survey Authority met in executive session at 9:00 a.m., October 14, 1971, in the Land Survey Authority Building, Rolla, Missouri.  Present were Chairman Daniel Kennedy, James Anderson, Richard Barr, Willard Eckhardt, and Wallace Howe.

     At 10:10 a.m. the regular meeting of the Land Survey Authority was called to order by Chairman Kennedy with all Authority Members and Robert Myers, State Land Surveyor, present.

     The minutes of the September 28 meeting were reviewed and corrected.  Mr. Eckhardt moved that the minutes be approved as corrected; seconded by Mr. Barr.  Motion carried.

     Copies of the Quarterly Report for the period July 1 to September 30, 1971 were distributed to Authority Members and reviewed briefly by Mr. Myers.

     Mr. Myers reported that Charles Belmar had been employed as maintenance man beginning October 6, 1971.

     Mr. Myers reported he had received little results from efforts to obtain additional applications for the position of land surveyor.  He recommended that Norman Brown be hired for the position if still available.  Mr. Myer's recommendation was approved by majority vote.

     Mr. Kennedy stated that the Authority had agreed to reimburse participating Survey Authority personnel for registration fees for the UMR-ASP Symposium, October 20-22 in Rolla.

     The 1972-73 budget was reviewed.  It was the consensus of the Authority that the State Land Surveyor salary rate for June 1972 should be left at $18,000.

Adjourned for lunch.

     Mr. Myers gave brief reports on the following:

          1) Meeting with Mr. Ted Lewis of UMR Computer Science
             Department.

          2) Meeting with Mr. Bud Granet of Micro-Tech in St. Louis,
             October 13.

          3) Material and records received for the State Land Survey
             Repository.

          4) Attendance at the Missouri Recorder's Association
             meeting in Springfield, October 7.

          5) Summary of projects presently underway by State Land
             Survey personnel:

               a. County records survey

               b. Study of standard size for plats and surveys

               c. Indexing system study

               d. Base map

          6) Operation of Land Survey Building and status of request
             from Governor's Emergency Fund.

          7) Survey dispute in St. Louis County and action taken by
             State Land Survey.

          8) Meeting with Mr. Gay Weeks, City Engineer, Springfield
             on October 7, concerning the Sprinfield Coordinate
             Program.

     The proposed survey accuracy standards for first and second order triangulation and traverse, presented at the September 23, 1971 meeting, were adopted as the standards described in the Missouri State Coordinate Statutes as marking the position of the Coordinate System.  It was suggested that other standards be given classification other than first and second order.

     Authority members agreed that the next meeting will be held November 11.  If the need arises, the regular October 21 meeting will be rescheduled.

Executive Meeting
September 28, 1971

     All members of the Missouri State Land Survey Authority met in executive session, September 28th at 8:00 a.m. in Jefferson City.  The meeting was called to discuss Survey personnel and operations.

     Following the executive meeting, Authority Members visited the office of the Secretary of State and participated in the securing of 424 rolls of microfilm copies of original survey documents from the land vault.

September 23, 1971 Missouri State Land Survey Authority Meeting Minutes

Minutes of Meeting
September 23, 1971

     The regular meeting of the Land Survey Authority was called to order at 9:10 a.m. at the Land Survey Building, Rolla, by Acting Chairman Wallace Howe.  Other Authority members present were James Anderson, Richard Barr, and Willard Eckhardt.  Robert Myers, State Land Surveyor, was also present.

     The minutes of the September 9, 1971 meeting were read.  Mr. Eckhardt made a motion, and seconded by Mr. Barr, that the minutes be approved as read.

     The Trial Balance sheet for the first quarter was reviewed and approved.

     Mr. Myers outlined expenditure projections for the second quarter for Personal Services, and reported he had received no additional applications for the position of Chief Survey Section.

     Additions as requested for second quarter were reviewed.

     Projected operation expenditures for second quarter were reviewed and discussed.

     Mr. Barr made a motion that the above projections for Personal Services, Additions, and Operations for second quarter be approved.  Seconded by Mr. Eckhardt.  Motion carried.

     The 1972-73 budget request was reviewed by Mr. Myers.  He related that he had talked with Mr. Yarrington, budget analyst, and had been advised not to enter alternate positions in the budget.  Mr. Howe suggested that a position classification change be requested to combine the positions of Deputy Land Surveyor and Chief Survey Operations.  The Authority agreed.  If Mr. Myers cannot obtain approval for this position reclassification, it was agreed he should lower the position qualification requirements and delete the Deputy Surveyor position.

     The Capital improvement request was reviewed and approved by Authority Members.

     Mr. Myers reported that at this time the outlook for receiving money for Repair and Replacement from the Governor's Emergency Fund was not favorable.  It was agreed that Mr. Myers should take appropriate steps to see what can be done to expedite obtaining money from the Emergency Fund.

     Mr. Myers stated that he and Mr. Kennedy plan to go to Jefferson City on Tuesday, September 28 at 10:30 a.m. to receive the microfilm copies of the original survey records from the Secretary of State's office.  Mr. Myers invited other Authority members to be present if possible.

     Mr. Myers asked for an opinion on his serving on the Joint Committee on Employment Practices (JCEP).  It was the consensus of the Authority members that other committees would be more closely related to State Land Survey Authority interests.

     Mr. Myers reported that the University of Missouri-Rolla and Missouri State Land Survey Authority agreement for the Land Survey Building had been signed by University officials and returned on this date.

     Mr. Myers presented copies of proposed survey accuracy standards for first and second order triangulation and traverse according to Classification and Standards of Accuracy of Geodetic Control Surveys as approved by the Bureau of the Budget and referred to in the Bureau's Circular A-16, Exhibit C, dated October 10, 1958.  He requested that these accuracy standards be considered for adoption at a later meeting as the accuracy standards described in the Missouri State Coordinate Statutes as marking the position of the Coordinated System.

     Mr. Myers reported that approximately 40 counties had been visited and records surveyed.

     Mr. Eckhardt gave a brief report on the annual meeting of the Missouri Land Title Association, and of a recent misunderstanding concerning a part-time State Land Survey Authority employee and three members of the Missouri Land Title Association.  Mr. Howe suggested that in the future all employees of the State Land Survey Authority be supplied with introductory cards.

     Mr. Eckhardt suggested an article be submitted to the "Missouri Titlegram", a Missouri Land Title Association publication, explaining our present records survey program.

     Authority Members met in executive session.

     Meeting adjourned at 3:00 p.m.

Wise Words to Boundary Surveyors from A. C. Mulford

Here are some wise words to boundary surveyors provided by A. C. Mulford in his book, Boundaries and Landmarks, A Practical Manual, dated 1912 (pages 87-88):

"For the solution of these problems [of boundary location] no general rules can be laid down; each man must work out his own salvation."

"The problems of boundary lie at the foundation of all surveying, for one must know where a line is before he can measure it, and the solution of these problems calls for the same powers of accurate observation and of consecutive and logical thought that are demanded for successful work in any branch of modern science.  It is needless to say that the successful surveyor must be accurate in his instrument work and in his computation; yet, if he would really succeed, he must go beyond this.  He must add to this the patience to collect all the evidence which can be found bearing upon the case in hand, together with the ability to weigh this evidence to a nicety and to determine clearly the course pointed out by the balance of probability."

And from page 3:

"... when it comes to a question of the stability of property and the peace of the community, it is far more important to have a somewhat faulty measurement of the spot where the line truly exists than it is to have an extremely accurate measurement of the place where the line does not exist at all."

September 9, 1971 Missouri State Land Survey Authority Meeting Minutes

MISSOURI STATE LAND SURVEY AUTHORITY
Minutes of Meeting
September 9, 1971

     The meeting of the Missouri State Land Survey Authority was called to order by Chairman Kennedy at 9:15 a.m., September 9, 1971, at the Land Survey Building, Rolla, Missouri.  Other Authority members present were James Anderson, Willard Eckhardt and Wallace Howe.  Also present was Robert Myers, State Land Surveyor.

     The minutes of the August 31, 1971 meeting were reviewed and after suggested corrections made, were approved.

     Mr. Eckhardt gave a brief report on the meeting in Jefferson City, September 1, with Jerry Yarrington, Doc Simcoe, Stan Diemler, Larry Baker, and Bill Moon.  Mr. Myers was also present at the meeting.  As approval for shifting of funds from Additons to Repair & Replacement could not be given, it was recommended that an attempt be made to obtain funds for Repair & Replacement from the Governor's Emergency Fund.  A letter drafted by Mr. Myers to Governor Hearnes requesting $3,000.00 from the Fund was reveiwed and after minor change was approved.

     Mr. Kennedy suggested that a committee of three men be contracted on a part-time basis to assist with standards revision and research work.

     Mr. Eckhardt made a motion that the 1972-73 budget have a built in line for appropriate position (Deputy Land Surveyor) for approximately $15,000.00 per year.  Authority members agreed to this position.

     Mr. Myers reported on the following:

          1) 1970-71 Collection of User Fee

          2) Contractural work being done by Julian Frazier

          3) Myer's trip to Kansas City

          4) Work on base map study

          5) Work on Plat Act

     Mr. Anderson brought to Authority members attention an article concerning use of the Missouri State Plane Coordinate System in Kansas City.

     Adjourned for lunch.

     The Authority met in executive session from 1:00 to 1:30 p.m.

     The following recommendations were submitted by the Authority:

          1) Salary for Chief of Repository Section be entered
             in the 1972-73 budget at $12,300.00.

          2) Contact Representative Smallwood about sponsoring the
             State Coordinate Statute amendment in the General
             Assembly.

          3) Contract personnel to assist in standards revision.

     The reports on Standards Classification and the 1970-71 User Fee Collection as prepared by Mr. Myers were reviewed and discussed briefly.

     Meeting adjourned at 2:00 p.m.

August 31, 1971 Missouri State Land Survey Authority Meeting Minutes

Minutes of Meeting
August 31, 1971

     The meeting of the Missouri State Land Survey Authority was called to order by Chairman Kennedy at 9:30 a.m., August 31, 1971, at the Land Survey Building, Rolla, Missouri, with other Authority members James Anderson, Richard Barr, and Willard Eckhardt also present.  Also present were Wallace Howe, Assistant State Geologist and State Geologist designate, and Robert Myers, State Land Surveyor.

     The minutes of the August 2, 1971 meeting were reviewed and approved with no changes.

     The Opinion from the Attorney General concerning RSMo Section 60.460 State Coordinate System was reviewed and discussed.  The Land Survey Authority was not a duly authorized State agency to vary the one-half mile limit, according to this opinion.

     Mr. Myers presented drafts of two amendments to the State Coordinate Statute to make the Authority the authorized agency and to give the Authority the power to set standards for first and second order surveys.  Minor changes were recommended and made.  Mr. Eckhardt suggested the two amendments be combined into one bill.  It was agreed that Representative Smallwood be asked to sponsor this amendment in the General Assembly.

     Mr. Myers requested permission to develop the standards for the modification of the one-half mile limitation in anticipation of the authority to do so.  The Authority agreed to the extent that when this information is disseminated it is stated that it is on a provisional basis.

     Copies of the University of Missouri-Rolla--Missouri State Land Survey Authority agreement were reviewed by the Authority members.  The agreement as now written was discussed and approved for signature and submitted to the University of Missouri for their signature.

     Trial balance sheets for August expenditures were reviewed and discussed.

     An application for position of Chief Survey Section was presented.  Robert Myers recommended that a position in field survey section be filled.  Authority members hoped there might be several qualified applicants.  Subject to clarification at State budget and personnel levels, the position probably will be that of "Surveyor" rather than "Chief of Survey Operations."

     It was agreed that regular Authority meetings will be held the 2nd and 4th Thursday of each month at 9:00 a.m. in Rolla.  If a meeting cannot be held on the regular scheduled day, it will be held on the Friday immediately following.  The Chairman may cancel meetings if not needed, and change the regular dates if necessary.

     Preliminary copies of the 1972-73 budget were distributed to Authority members for study.  The budget will be discussed further at the next meeting.

     Mr. Barr gave a brief report on the meeting with the Missouri Recorders Association and MARLS Legislative committee at Columbia, attended also by Mr. Eckhardt.

     Meeting adjourned at 3:15 p.m.

Revision of State Coordinate Statute
AN ACT

To repeal Section 60.440(4) RSMo. 1969 relating to standards for first-order and second-order work, and to enact in lieu thereof a new section relating to the same subject to be known as section 60.440(4).

    (4)  The position of the Missouri coordinate system shall be as marked on the ground by triangulation or traverse stations established in conformity with the standards adopted by the (United States Coast and Geodetic Survey) STATE LAND SURVEY AUTHORITY for first-order and second-order work, whose geodetic positions have been rigidly adjusted on the North American datum of 1927, and whose coordinates have been computed on the system herein defined.  Any such station may be used for establishing a survey connection with the Missouri coordinate system.

Explanation--Matter enclosed in parenthesis (thus) in this section is not enacted and is intended to be omitted in the law.

August 2, 1971 Missouri State Land Survey Authority Meeting Minutes

August 2, 1971

     The Land Survey Authority members met at 8:00 a.m. at the Land Survey Authority Building, Rolla, Missouri.  Present were Chairman Kennedy, Members Anderson, Barr, and Eckhardt and State Land Surveyor Myers.  Wallace Howe, Assist. State Geologist, joined the group at 9:30 a.m.

     The July 19, 1971 draft of MSLSA-UMR building agreement as prepared by the University of Missouri officials was reviewed.  A number of changes proposed by the University were not acceptable to the State Land Survey Authority.  It was agreed that Eckhardt would confer further with University officials in an attempt to prepare an agreement acceptable to both parties.

     The official meeting on Authority policy was called to order by Chairman Kennedy at 9:30 a.m.

     The minutes of the July 20, 1971 meeting were read and corrections made.

     Copies of letters and information concerning the formation of the Missouri State Land Survey Authority were reviewed.

     Barr reported that members of the MARLS Committee were reviewing the Statutes and would make recommendations for revision of Chapter 445 and Chapter 60.

     The State Coordinate Statute (60.400-60.480) was discussed in detail.  Eckhardt suggested that an opinion letter be requested from Attorney General Danforth concerning section 60.460 -- Is the Authority the duly authorized agency as mentioned in this section?

     Members agreed that the following policies should be established:

     1.  Uniform recording rules for the State
     2.  Define closing accuracy
     3.  Establish an accuracy standard

     It was agreed by members of the Authority that Myers should proceed with the investigation of the feasibility of the Earth City project.

     The following outline was agreed upon as a guideline for Missouri State Land Survey goals:

     1)  Promote State Coordinate System

     2)  Establish statewide standards

          a.  Study of land plats as to content and size
          b.  Request Attorney General's opinion on Sec. 60.460
          c.  Modify the law within the law

     3)  Establish a repository

          a.  Make a survey of available records

     3)  Land Corner Restoration Program
     4)  State Coordinate Program
     5)  State Land Survey Authority Manuals of Instruction Program

     Anderson moved that the programs be accepted as presented; seconded by Barr.

     Meeting was adjourned at 3:00 p.m.

July 20, 1971 Missouri State Land Survey Authority Meeting Minutes

July 20, 1971

     The meeting of the Land Survey Authority was called to order by Chairman Kennedy at 10:00 a.m., July 20, 1971, at the Authority Building, Rolla, Missouri.  Present were Authority Members Anderson, Barr, Eckhardt and Hayes, and Robert Myers, State Land Surveyor.

     Minutes of the June 23rd meeting were reviewed and after minor corrections approved by the Authority members.

     Myers presented the financial report for 1970-71 and reviewed expenditures for June supplemental.  Report was approved.

     Kennedy recommended that reporting of 1971-72 budget should be on a quarterly basis rather than monthly.  Agreed to by Authority members and Myers.

     The 1971-72 request for allotment on a quarterly basis was reviewed and the following forms were presented to show how the request for allotment was computed:  Additions, personal services (by actual salaries and salary according to budget), and operations.  The request was approved as shown.

     Authority members approved a $25 per month pay raise for Jacobs according to the Personnel Board's revised Comensation Plan (as approved by Governor Hearnes), effective July 1, 1971.

     Myers asked for approval for two positions, Chief Survey Operations and Engineer Technician.  Approval given.

     Myers stated that instructions for preparation of the 1972-73 budget had been received and explained that allotments must be broken down into project costs.

     Recent correspondence of interest was reviewed by Myers.  Kennedy suggested that a record be kept on correspondence and replies for Authority member review.

     Adjourned for lunch.

     Meeting reconvened at 1:00 p.m. with Authority members in executive session.

     Following the executive session, Kennedy stated that the Survey "Rules and Regulations" would be updated to cover state vehicles and equipment.  Eckhardt will author the revision.

     Myers suggested that one person be assigned responsibility for all vehicles.  Kennedy suggested that it would come under administrative services.

     Kennedy suggested, and agreed to by other members, that the possibility of obtaining a mercury light for the parking area be investigated.

     The attendance of the State Land Surveyor at professional meetings was discussed.  It was agreed that according to present Authority rules and regulations, expenses for attendance of the State Land Surveyor at professional meetings in the State will be paid by the Survey Authority.

     It was agreed that salary will be paid during attendance at meetings outside the State, but that reimbursement of expenses must be approved for each individual meeting.

     It was agreed that:  Myers could complete present professional committee commitments to the completion of their term; future professional committee commitments should be accepted only when closely related to Survey Authority work.

     Kennedy stated that the Authority approved attendance of the State Land Surveyor at National ACSM meetings.

     After discussion, a vote was taken and it was agreed that the Authority would pay Myer's expenses to the ACSM meeting in San Francisco, September 8-11.

     Recent talks by Myers and Jacobs were presented for review.

     Myers suggested that a depository be established in the Authority Building.  He asked for opinions on acquiring vertical and horizontal control records from the Missouri Geological Survey.  Hayes stated that he felt it was the Land Survey's duty, rather than Missouri Geological Survey, to store and dispense this information.  Discussion followed and it was agreed that the records should be obtained.

     It was agreed that Anderson, Barr, Kennedy, Eckhardt and Myers would meet to set up prime objectives and goals; list priorities; and revise statutes.  August 2, at 8:00 a.m., was agreed upon for the meeting.

     Myers suggested the possibility of a newsletter being prepared and mailed.  Anderson suggested that the newsletter contain pictures of interest as well as articles.

     Myers informed the Authority of surveying records received from the estate of Chris Johnson, Warrensburg, donated to the Survey by Mr. Johnson's daughter.

     Myers asked for opinions on a proposed project at Earth City concerning evaluation of geodetic control.  The project was discussed with no definite action resulting.

     Myers pointed out changes in the UMR-MSLSA agreement which had been signed by UMR on July 19, 1971, and returned to Myers for signature.  Kennedy asked that Eckhardt review the agreement and report to the Authority on August 2nd.

     Meeting adjourned at 4:30 p.m.

June 23, 1971

     The meeting of the Land Survey Authority was called to order by Chairman Kennedy at 10:00 a.m. June 23, 1971, at the Authority Building, Rolla, Missouri.  Members present were:  Barr, Eckhardt, and Hayes.  Also in attendance were Robert E. Myers, State Land Surveyor and Chief Administrative Services Arthur Jacobs.

     It was agreed that Mrs. Reynolds would act as secretary for Authority meetings except during executive sessions.

     Minutes of the May 26th meeting were distributed for review.  Motion was made by Eckhardt and seconded by Barr, that the minutes be approved as submitted.

     Myers reviewed the financial reports for the months of May and June.  Eckhardt suggested that the larger expenditures be identified on the report to the Authority in the future.

     Jacobs presented a list of items hoped to be purchased with the balance of the FY 70-71 appropriation.

     Myers discussed possible expenditures if all or any part of the 15% withheld from the 70-71 appropriation is returned.

     Kennedy reported that Eckhardt, Jacobs, Hayes and Kennedy had met with representatives of the University of Missouri-Rolla and an agreement with the University had been substantially firmed.  Arthur Jacobs acted for the State Land Surveyor in signing the agreement.  Jacobs reported the contract had been sent to Paulus for review and upon his approval had been sent to the University for their concurrence.  The members of the Authority reviewed the agreement and ratified the contents of the agreement.  Authority members agreed that minor changes could be made in the agreement by the State Land Surveyor with the approval of the Authority Chairman, without approval by other Authority members.

     Barr suggested a running total of maintenance expenditures to UMR be kept so the contract limit would not be exceeded.

     Myers gave a brief report on his meeting with Mr. Teller of the Bureau of Land Management.  Discussion followed.

     Myers reported on his trip to Washington, D. C. and visits with officials of different Federal agencies.

     A sketch of the State Land Survey's office space was presented and Myers brought Authority members up to date on the status of office furnishings and equipment.

     Myers and Jacobs reported that an inventory of county records had been started and a short discussion followed on findings to date.

     Hayes suggested that possibly the information concerning survey control records might be transferred from Missouri Geological Survey to the State Land Survey Authority.  Discussion of the future scope of the State Land Survey Authority in regard to control records followed.

     The Authority recessed for lunch.

     The meeting reconvened at 1:00 p.m. and Myers presented the following for discussion by Authority members:

          1) Letter to Cantrell
          2) Myers news release
          3) Proposed talks by Jacobs

     Authority members met in executive session.

     Following the executive session, the FY 71-72 appropriation was reviewed.  Myers asked for approval to fill the positions of draftsman and clerk typist when money from the FY 71-72 appropriation is available.  Approval was given.

     It was proposed by Eckhardt and agreed to by Authority members that additional personnel could be hired if necessary after approval by the Authority Chairman.

     Chairman Kennedy stated that the Authority would meet twice a month during the next six-month period.

     Authority members agreed to give Mrs. Reynolds a 15% pay raise beginning July 1, 1971.

     Members agreed that Arthur Jacobs would go on full-time salary beginning July 1, 1971.

May 26, 1971 Missouri State Land Survey Authority Meeting Minutes

     The regular stated meeting of the Authority was called to order by Chairman Kennedy at 9:00 a.m. May 26, 1971 in the new Authority building (formerly the Highway Patrol Academy building), Rolla, Missouri.  Members present were:  Anderson, Barr, Eckhardt, and Hayes.  Also in attendance were Robert Myers and Arthur Jacobs.

     The proposed agenda was reviewed.

     Myers and Jacobs reported on their visits to Jefferson City to examine furniture and equipment at the prison industries and at office furniture suppliers.  They also reported conferring with the Purchasing Agent regarding acquisition of vehicles.  The Office of Planning and Construction was visited and an estimate of $50,561 was agreed upon for repair to the building.  It was hoped that this might receive approval in the omnibus bill.  Records were examined in the Office of Secretary of State, and microfilm records are on hand of many original records -- except field notes.

     Following a discussion of possible procedures to obtain original survey plats and notes, Eckhardt was requested to check the statute relative to designation of proper agency for repository of such records.

     Purchases (actual and obligated) for May were presented by Jacobs, as well as proposed expenditures for June.  A copy is attached and made part of the minutes.

     The minutes of the previous meeting were corrected (correct date is April 19, 1971), and approved.

     The Authority discussed the proposed agreement with UMR, and Eckhardt was assigned the task of preparing the final draft agreement with noted suggestions, to be presented to representatives of UMR.

     Unaminous approval of the Authortiy was given for Robert Myers to assume full-time duties as State Land Surveyor on June 14, 1971.

     Myers presented a "critical path" of operational programs and organizational chart.  These were discussed, modified, and given general acceptance.  Proposed "Personnel Policies and Procedures" and "Rules and Regulations" were discussed and a number of changes suggested.  A plan of operations for the remainder of the fiscal year was discussed.  This included visitations by Myers and Jacobs to survey data repositories in near-by counties to determine type and availability of survey data.

     The meeting recessed and the Authority went into executive session during which several items were discussed.  The Authority gave general approval to the proposed plan of operation as previously discussed.

     Upon reconvening and being joined by Myers and Jacobs, the Authority discussed several BLM and COE surveying methods in current use in Missouri in relation to land lines versus property (or ownership) lines.

     There being no further business, the meeting was adjourned.

April 19, 1971 Missouri State Land Survey Authority Meeting Minutes

April 19, 1971

     A meeting of the State Land Survey Authority was called to order in the Missouri Geological Survey Building, Rolla, at 10:00 a.m., April 19, 1971, by Chairman Kennedy.  Authority members present were James Anderson, Richard Barr and William Hayes.  Planning Coordinator Arthur Jacobs and Robert Myers were also present.

     The minutes of the March 29 meeting were read.  It was moved by Anderson and seconded by Barr that the minutes be approved as read; the motion carried.

     Rules and Regulations as submitted by Mr. Eckhardt were reviewed.  After minor revisions were incorporated as a part, the Rules and Regulations were approved.

     An organization chart proposed by Mr. Myers was reviewed.  A discussion of the need to further develop a functional chart and personnel chart as two different ideas followed.

     An agreement with the University of Missouri at Rolla for use of the former Highway Patrol Academy was discussed.

     The Authority recommended to Myers and Jacobs that only essential renovation be considered for immediate action through the Office of Planning and Construction.

     Building and ground maintenance of the former Academy Building were discussed.  Authority was given to Jacobs to hire one man and buy a Cadet 60 tractor and attachments, along with other necessary tools, for this maintenance.

     Personnel Policies and Procedures as recommended by Mr. Myers were reviewed.  Minor corrections and additions were made followed by approval by the Authority.

     Notice of the 11th Annual Photogrammetry Short Course held at the University of Illinois was brought before the Authority by Mr. Myers.  The Short Course will be held from May 31 to June 11, 1971.

     Chairman Kennedy named William Hayes to act as chairman in his absence from April 24 to May 16.

     Meeting adjourned at 3:25 p.m.

March 29, 1971

     The regular meeting of the Authority, held at the Missouri Geological Survey building in Rolla, was called to order by Chairman Kennedy at 10:05 a.m., March 29, 1971.  Members present were:  Anderson, Barr, Eckhardt, and Hayes.  Also present were Planning Coordinator Arthur Jacobs and State Land Surveyor designate Robert E. Myers.

     The minutes of the March 11 meeting were approved as corrected, and minutes of the March 17 meeting were approved as read.

     Mr. Jacobs submitted a summary of actual and estimated expenditures to March 31, and estimated expenses for the remainder of the fiscal year.

     A tentative budget for the supplemental $20,000.00 funding and the need for additional funding to renovate part of the Patrol Academy, upon assignment of that building to the Authority, was discussed.

     The general policy of suggested estimated expenses and projected budgeting of the supplemental funding was approved by the Authority.

     A short discussion of a proposed "news letter", to contain explanations relating to the general need for the Authority and its actions and plans to date followed.  It was recommended by the Authority that this be limited to a two-page informal issue at an appropriate future date.

     Upon reconvening after lunch, Mr. Myers submitted a suggested "Standard Operating Procedure Plan."  The plan was discussed and modified, and given general approval by the Authority.

     As reported by Mr. Jacobs, the Office of Planning and Construction will assist in architectural and engineering planning for renovation of the Patrol Academy building basement for record storage and modification of existing walls on the first floor office area.

     Upon recommendation that the salary of Mrs. Reynolds be increased to $425 per month effective April 1, 1971;  Hayes so moved, seconded by Eckhardt, and motion carried unanimously.

     Upon conclusion of a discussion of the tentative agreement between the Authority and the University of Missouri-Rolla for their use of part of the Patrol Academy, it was moved by Anderson and seconded by Barr that:  The chairman be given the authority to enter into agreement with the University of Missouri-Rolla with any minor changes and clarifications as may be required by the Authority, UMR, and the Office of Planning and Construction under terms outlined in the tentative agreement letter of March 26, 1971, from Joe Wollard, Business Manager University of Missouri-Rolla.

     Motion approved unanimously.

     Next meeting scheduled for 10:00 a.m., April 19, at the Missouri Geological Survey building, Rolla.

     Meeting adjourned at 4:00 p.m.

March 17, 1971

     A called meeting of the State Land Survey Authority held in the Governor Hotel, Jefferson City on March 17, 1971, was called to order at 10:10 a.m. by Chairman Kennedy with the following present:  Members Anderson, Barr, Eckhardt, and Hayes; Planning Coordinator Jacobs; and Mr. Robert E. Myers.

     The Authority discussed evaluation of present policies and reviewed previous actions of the Authority in order to present the current status to Mr. Myers.

     It was unanimously agreed by the members of the Authority to confirm the acceptance of Mr. Myers as the State Land Surveyor at a beginning salary of $15,000.00 per year to be effective on or about May 15, 1971, the actual date to be mutually agreeable.

     The Authority also agreed unanimously to enter into contract with Mr. Robert E. Myers, to act in a consulting capacity to the Authority in program and action planning, effective March 17, 1971 at the rate of $75.00 per day (including necessary travel expenses), and not to exceed ten (10) days per month, until exact date of permanent employment shall be established, but in no case later than June 30, 1971.  Payment shall be made monthly upon approval of submitted monthly statements.

     The Authority recommended bonding in the amount of $5,000.00 each for the State Land Surveyor and Mrs. Dorothy Reynolds through State facilities.

     There being no further business, the meeting adjourned at 11:25 a.m.

March 11, 1971

     The State Land Survey Authority met March 11, 1971, at the Missouri Geological Survey building in Rolla.  Chairman Kennedy called the meeting to order at 10:00 a.m. with the following present:  Members Eckhardt, Barr, Anderson, and Hayes, and Planning Coordinator Jacobs.

     Mr. Jacobs submitted the current financial status of available funds.

     Status of the Highway Patrol Academy for use by the State Land Survey Authority was discussed.  Jacobs had suggested approximately 12,000 sq. ft. of floor space as requirement for the next 6 or 7 years.  Refurbishing of part of the basement for record storage should provide adequate facilities for the next several years.

     Discussion was held on format of newsletter, bulletin, or letter of information as recommended by the Authority.  Agreement was attained that it should be informative, with short notes of interest and the first issue possibly a multilithed or mimeographed issue of two pages.

     The Authority then went into executive session and approved unanimously to request Mr. Jacobs to work three-fourths time for the fourth quarter (April, May, and June) at three-fourths salary of $750 per month.  Mr. Eckhardt left the meeting.

     Meeting recessed for lunch, and met at the Highway Patrol Academy with Mr. Jacobs and Mr. Joe Wollard, Business Manager of UMR.  A physical inspection of possible use of space was made of the premises and working arrangements were tentatively agreed to for use of the building by both the Authority and UMR.

     The Authority reconvened in executive session at 2:30 and interviewed Col. V. T. Loesing for the position of State Land Surveyor.

     Chairman Kennedy reported that Mr. Kurt Bauer had declined the offer made to him by the Authority following the Authority meeting on January 29, 1971.  Applications from all candidates were reviewed and discussed.  It was unanimously agreed by Kennedy, Hayes, Barr, and Anderson, and with Eckhardt's prior verbal approval (Mr. Myers having been previously considered on January 29, 1971, when Mr. Eckhardt was present) that the Authority offer to Mr. Robert E. Myers the position of State Land Surveyor at an annual salary of $15,000.00.  Mr. Barr will contact Mr. Myers as to the date he would be able to accept the position.

     The Authority notified Mr. Jacobs of their decision, after which the meeting adjourned.
